Dallas Jeter is a senior technology executive, systems engineer, and emergency-response technology specialist with more than a decade of experience spanning cybersecurity, critical communications, low-voltage infrastructure, project management, and public safety operations. He currently serves as Chief Technology Officer of Black Cloud Consulting LLC, where he leads the design and deployment of secure, mission-critical technology platforms supporting emergency management, disaster response, and operational resilience.
As CTO, Dallas directs all technology strategy, system architecture, cybersecurity, and innovation initiatives for Black Cloud Consulting. His work includes the development of secure emergency communication systems, data-driven situational awareness tools, and client-facing platforms aligned with FEMA, DHS, NIST, ISO, and FCC standards. He oversees full life-cycle system development, compliance, interoperability, vendor partnerships, and enterprise risk management while mentoring engineering teams and advising clients on scalable, secure technology integration.
Concurrently, Dallas serves as a Security / Low-Voltage Installer at LA1Connect, LLC, where he designs, installs, and programs surveillance systems, access control, alarm platforms, VoIP communications, fiber optics, and structured cabling for commercial and industrial environments. His role bridges physical security, networking, and telecommunications to ensure operational reliability and cyber-physical protection.
Previously, Dallas worked as a Systems Engineer and Project Manager at WOW Technologies, Inc., leading the planning and delivery of tailored IT and AV solutions. He managed cross-functional technical teams, oversaw budgets and timelines, engineered network and application environments, and produced comprehensive system documentation, drawings, and operational procedures.
In parallel with his technical career, Dallas is the Owner and Operator of S.P.E.A.R. LLC, a professional wedding DJ and live-event production company, where he applies his audio engineering, client coordination, and event logistics expertise to high-profile productions throughout Louisiana.
Dallas's foundation in infrastructure began with over a decade as a Low-Voltage Electrician specializing in Data and Telecommunications with Ernest P. Breaux Electrical LLC, where he installed and certified fiber optics, category cabling, AV systems, and MDF/IDF infrastructure for large commercial projects. He is fully skilled in blueprint interpretation, network build-outs, testing, and structured documentation.
He also honorably served six years as a 68W Healthcare Specialist (Combat Medic) with the Louisiana Army National Guard, assigned to the 2-156th Infantry Regiment and the Louisiana CERF-P (Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives Response Force). His service included disaster response, mass-casualty operations, decontamination, medical triage, and emergency extraction missions across FEMA Region VI. His military commendations include the Army Achievement Medal, National Defense Service Medal, and multiple state and federal service ribbons.
Dallas's education includes advanced training in Cybersecurity (Kansas State University / ThriveDX), Private Investigation (University of Louisiana at Lafayette), and a completed Electrician Apprenticeship through the Louisiana Workforce Commission. He has also completed collegiate coursework in Business Administration and Management.
He holds an extensive portfolio of professional certifications in security systems, AV, emergency management, hazardous materials response, rescue operations, and occupational safety, including certifications from FEMA, NFPA, LSU Fire & Emergency Training Institute, OSHA, Extron, Atlona, Hanwha, Alarm.com, Yealink, and 3CX.

System Engineer/Project Manager

•Coordinates technical team and resources to design, implement, and maintain tailored IT and AV solutions that are scalable, cost-effective, and align with the client's business goals and technical environment. This includes managing timelines, budgets, and communication to ensure seamless delivery of hardware, software, and services while adhering to industry standards and best practices.

•Install, terminate, test, troubleshoot, and document results of fiber, category cable, and audio/video cabling.
•Building out MDF (main distribution frame) and IDFs (intermediate distribution frames) including cable raceways, housing racks, and installing telecommunication and networking equipment.
•Read and interpret blueprints, schematics, diagrams, and work orders to perform troubleshooting and installation.
68W - Healthcare Specialist
Louisiana National Guard
•Maintaining qualifications for National Registry for Emergency Medical Technicians certification, APFT, and weapons qualifications.
•Served as an ambulance medic for HHC 2-156th Infantry Regiment providing sick call and medical supervision for ranges during annual training and monthly drill.
•On call 24/7 for duties with the Louisiana CERF-P (Chemical, Biological, Radioactive, Nuclear, High-yield Explosive Enhanced Response Force Package) to provide immediate support inmass casualty events to increase the abilities of local, state, and federal agencies to disasters (both natural and manmade) with search and extraction, decontamination, andmedical triage and initial treatment teams within the Federal EmergencyManagement Agency’s (FEMA) region 6.
